Maybe nobody should clean up after the blighters and they should have to wallow in their own self-made filth?
A large dollop of strong bleach inside the bags will keep the seagulls away until the residents buy some plastic bins. A couple of quid to prevent the mess doesn't seem too much to pay.
Tame them. Haven't these inward looking backward provincials with their impenetrable accents and slang ever seen "Kes"?
