Is she really tiny or that a HUGE ball?
The definition of theft is "Unlawfully obtaining the property of another with the intention of permanently depriving them of it." Did she obtain the property unlawfully? No, the clumsy kids kicked the balls into her garden. Did she intend to permanently deprive them of it? No, all she wanted wad an apology and a promise not to do it again. Therefore, no offence of theft. However, if she picked the balls up she could be considered to be taking ownership of them, so just leave the balls where they are and deny access to anyone. No offence, and it will really loss off the neighbours. Job done!
