Nice bit of tabloid journalism too, with 'ex-soldier' and 'amputee' brought up in the first two paragraphs to get readers in the mood, before telling the whole story a few paragraphs later.
Someone in the comments reckons they can do the council official's job better than she can. personally I'd love to see the paper take them up on that challenge.
