Bins in parking spaces anger

Dundee Evening Telegraph: 'I pay £5.25 per year for a parking permit, only for the council to leave wheelie bins in our precious parking bays'

Two things here:

1. At £5.25, I'd say you were overcharged
2. They're not exactly fight for spaces, are they?

    She's right. Those bins have completely ruined the ambience.
