They say that dogs resemble their owners, clearly this is not the case here. While the gentleman in question is pulling a text book SadFace (the judges awarding extra marks for being in the park, wearing the garment in question and holding up not one but two pieces of evidence) his dog looks far too pleased with itself. A more appropriate canine companion for this dour fellow would be a bulldog, preferably one with the acrid taste of urine recently licked from a nearby nettle swilling around its mouth.
Surely it's CPOs who should be arrested for impersonating Police Officers?
