Hate to be all boring, but having worked at a place where a colleague fell for this, they really are slippery, jammy little shits.
It's all a mail scam, they pester you with official looking letters regularly, racking up the 'invoice' cost each time hoping that some suckers will pay.
That really is a dirty trick. Probably a gang of money launderers.
